Cannot activate RHEL for IBM z Systems using Free Developer subscription

Using my developer subscription. Have no issues activating RHEL on x86 machines.

# subscription-manager attach --auto
Installed Product Current Status:
Product Name: Red Hat Enterprise Linux Server
Status:       Subscribed

However, the same steps and account fail to activate RHEL on s390x (IBM Z) machines.

# subscription-manager attach --auto
Installed Product Current Status:
Product Name: Red Hat Enterprise Linux for IBM z Systems
Status:       Not Subscribed

Unable to find available subscriptions for all your installed products.

According to the list of supported products in Developer Subscription, s390x is listed as supported.
