Access Grub menu from RHEL 7 KVM Image

I downloaded the current RHEL7 KVM image (rhel-server-7.6-x86_64-kvm.qcow2) and set it up as a VM. When booting or rebooting the VM the Grub menu is not shown in the console. Trying to accessing it via ESC or the shift key doesn't work either. Here is my /etc/default/grub file:

Any idea what is wrong? Why isn't it shown? Why doesn't it even show up when pressing ESC or shift during boot or reboot?
