PostgreSQL container includes previous version?

So, looking at the Dockerfile for the PostgreSQL 9.6 OpenShift container, it includes the previous version binaries (rh-postgresql95-postgresql-server). I'm curious to know why - wouldn't you just want the current product and be done?
