PXE-LESS Discovery Issue

I'm trying a pxe-less discovery method of provisioning and installing the o/s
via Satellite 6.4 . I am able to get the host discovered but when it reboots it doesn't kexec into the anaconda script and doesn't run the kickstart, the server just reboots, anyone face this issue. no dhcp in the environment
