Differences between rhscl and devtools-rpms channel

What are the differences between them? I find rh-eclipse47 in devtools-rpms but not rhscl.

devtools is a new RHEL channel that will contain developer only tools for RHEL going forward. RHSCL will continue to contain collections used in production as well as application development.

The difference is that these two repositories contain completely different software packages and that the Developer Tools repository depends on the Software Collections repository being enabled as well -> Red Hat Development Suite | Red Hat Software Collections
and the Software Collections repository, on the other hand, depends on the rhel-7-server-optional-rpms being enabled as well.

sudo subscription-manager repos --enable rhel-7-server-devtools-rpms
sudo subscription-manager repos --enable rhel-7-server-optional-rpms
sudo subscription-manager repos --enable rhel-server-rhscl-7-rpms
