RHEL 7.4 GNOME Window Focus Mode "Mouse" does not raise on window titlebar
Previous to RHEL 7.4, when GNOME window focus mode was set to "Mouse", you could mouse over the window title bar and it would raise the window to the top. Now with RHEL 7.4, this no longer works and you have to mouse over content within the window itself.
Does anybody know how to make the window raise when just mousing over the title bar?

Anecdotal point: for the last few years, in every version of Fedora I've used, the "sloppy" or "mouse" focusing methods (which can be changed via gnome-tweak-tool) focus windows, but don't raise them above other windows. This behavior is exactly one of the reasons I use sloppy-focusing -- so that I can start typing in one window while another is still mostly covering it.
I bring this up, because if there's been a recent change in RHEL7, it might be due to rebasing GNOME.

Hmm. Both the before and after sound different from what I've experienced in Fedora. You're welcome to open a bug. (Or maybe someone else will comment here.)
