"In a Microsoft Windows environment, right-click the file and select Extract All."

Although Windows Server 2016 isn't yet a tested configuration, as long as you are using a supported JDK, JBoss EAP 6.4 will be supported on Windows Server 2016.
As Christian pointed out above, using a ZIP install, you should be able to just extract the file to install it. :)
