Satellite 6.2 User Roles for an Organization Admin

I am trying to figure out the appropriate role that should be applied to what I will essentially call an Organization Manager. I want specific user to be able to manage most everything within there organization, but not meddle with other organizations, so which role is this? Site Manager? I can't figure it out.
