Missing File from RPM?

So, I'm working on a project where I need to be able to extract the default /etc/default/grub from Red Hat 7. Unfortunately, even though the grub2-tools file says that it's responsible for putting the file on the system, that appears to be a lie?

Any clues where the file actually comes from?

Ok... The weird thing is, the symlink that points to the file gets installed, but not not the file itself:
