Why is my fully-virtualized Red Hat Enterprise Linux 5 Xen guest unstable?

Symptoms:
The fully virtualized Red Hat Enterprise Linux 5 guest just hangs frequently. It mostly happens when prelink is running, but can happen at other times as well. You will notice that the domain has stopped responding to everything, including ping, console, etc., and it will be using 100% of it's CPU time.
