Why is "locale -a" not showing "en_US.UTF-8" if it is the default locale for Red Hat Enterprise Linux?

Symptom

Red Hat Enterprise Linux 3 is setting en_US.UTF-8 as the default locale. When using locale -a the output shows en_US.utf8 and not en_US.UTF-8.
