This article explains how to downgrade a system to a lower minor release. This procedure is not supported per se but may be helpful in case a system had wrong repositories configured and got inadvertently updated.
The procedure has been tested with a downgrade from RHEL 8.10 to RHEL 8.8 EUS and a downgrade of RHEL 9.7 to RHEL 9.6 EUS.
