How do I setup an environment where users can only access their home directories?

This requires the use of a restricted bash shell. It is identical to a bash shell except the following is not allowed:

Changing directories with
cd -
Setting or changing environment variables

Redirecting output with >, >|, <>, >&, &>, and >>

Turning off or bypassing restricted mode...
