How do I troubleshoot a network 'connection refused' message?

Network 'connection refused' messages usually indicate that you are unable to connect to a particular port on a server. The two most likely causes for this are:

  1. Failure to start a service

    Connections will be refused to ports on which there is no service listening. This can usually be corrected by issuing the command:
