未授权：在将镜像推送或拉取到 Quay 时，未授权对请求的资源的访问

Issue

• 在成功登录到 Quay Enterprise 或 Quay.io 后无法推送或拉取容器镜像，遇到以下错误消息：

# docker push quay.example.com/username/hello-world

• 登录到 Quay 失败，并显示以下错误

# docker login -u quay https://{quayhostname}

• 在 OCP 4.3 中安装 Quay Operator 时，注意到所有 pod 都创建了，除了 Quay pod 。 Pod 描述抛出以下错误：
