ISE during kickstart using custom distributions

Issue

• When using kickstarts that use a custom Kickstart Distribution a ISE (Internal Server Error, http code 500) results when anaconda tries to dowload files from the Kickstart Tree. The Satellite application is retrieving the kickstart tree by the label and not by both label and owning org id when identical Kickstart Distribution labels are used for two separate organizations.
