How to restrict access to parent directory but allow access to its specific subdirectory in Apache httpd?

Issue

• How to restrict access to parent directory but allow access to its specific subdirectory in Apache httpd, for example access to /var/www/html/secure must be denied but /var/www/html/secure/help must be allowed.
• After installing and starting the Apache Web server, I can access files from the httpd directory but not files in the subdirectories.
