RFE: Add sudoers fragment to /etc/sudoers.d/

Issue

Currently Satellite puts some stuff in the sudoers file (eg)

apache  ALL=(root)      NOPASSWD: CONFIG_RHN
tomcat  ALL=(root)      NOPASSWD: CONFIG_RHN

For futureproofness, this sort of stuff should be in /etc/sudoers.d instead.
