The system is not booting into graphical mode after installation in Red Hat Enterprise Linux 7

Issue

I'm kickstarting a RHEL 7 machine.
I have the 'xconfig --startxonboot' parameter specified in the kickstart file but the machine is booting into multi-user mode instead of graphical mode.
If I login and issue the startx command the gui comes up with no issue.
