BRMS multibyte rule names fail in JBDS "Debug As Drools Application" - Red Hat Customer Portal

Issue

We can use multi-byte rule names properly with run with Java application and Debug as Java application but not with Debug as Drools application. Problems are
- We could not have same length string of rule names because all multi-byte rule names are changed to "????..." as long as the original name length it causes "duplicated rule name" error.
- We could not stop at breakpoints in DRL file which is significant bad impact of debugging.
