Starting a VirtualDomain resource never completes in RHEL 7

Issue

When I start a VirtualDomain resource, it never ends up starting and I can't manage the resource in any way after it.
VirtualDomain has a 90000 second default start/stop timeout

Environment

Red Hat Enterprise Linux (RHEL) 7 with the High Availability Add On
One or more VirtualDomain resources in the cluster
