Issue

KnowledgeAgent keeps rebuilding kbase from cached files when Guvnor is down and the client restarts.
In this scenario KnowledgeAgent/ResourceChangeScanner has been configured with ChangeSet.xml file in order to connect to Guvnor and drools.resource.urlcache option has been enabled to use local file cache.
