ProxyTimeout does not consistently override global Timeout with mod_cluster

Issue

• We have a small global httpd Timeout that we override with a larger ProxyTimeout set in an VirtualHost. It doesn't look like the request always uses the ProxyTimeout; some requests error out after only the smaller Timeout has passed.
