Why is an user switching to the root account while executing 'sudo su - <other_user>' in Red Hat Enterprise Linux?

Issue

• sudo is not working correctly, it's switching only to root even though another user is specify:

[test_B@localhost ~]$ sudo su - test_user
[root@localhost test_B ~]#
