RHEV 3.3 engine-setup fails with "Failed to execute stage 'Closing up: Command '/sbin/service' failed to execute"

Issue

• Trying to install RHEV 3.3 and getting the following error:

"Failed to execute stage 'Closing up: Command '/sbin/service' failed to execute"

• The following error may be present in the setup log located under /var/log/ovirt-engine/setup:
