Conga gives an error "The service <service> could not be found for editing" while editing a service for a RHEL 5 High Availability cluster

Issue

I'm trying to make changes to my clustered service in luci and I'm getting this error:

The service ha_service could not be found for editing

If I go to an existing service in Conga and make any change, then hit save, I see "The service <service> could not be found for editing"

Environment

Red Hat Enterprise Linux (RHEL) 5 with the High Availability Add on
Conga (luci/ricci)
