PT rewrite to the mod_cluster balancer doesn't work

We try to use a PT rewrite to direct traffic to the mod_cluster balancer, for example:
RewriteRule ^/(.*) balancer://mycluster/$1 [PT,L]But this fails with either a 500 or 400 (bad request) response.
