Why does Postgres / MSSQL ExceptionSorter does not mark any DB error code fatal?

While using Postgres / MSSQL ExceptionSorter we see that no DB error codes are marked as fatal. How can we use a proper ExceptionSorter for Postgres and MSSQL?
