cinder delete on a available volume shows volumebusy / image busy

Issue

When trying to delete a ceph backed volume from cinder, The volume goes into an available state, and the following message is in the cinder logs.

2014-04-26 19:37:34.534 3736 ERROR cinder.volume.drivers.rbd [req-a4de315f-2672-4c96-b6e5-63ef9efa5fff pzanwar f67f5a16cc3a46c7b9004cee05233642] ImageBusy error raised while deleting rbd volume. This may have been caused by a connection from a client that has crashed and, if so, may be resolved by retrying the delete after 30 seconds has elapsed.
