JON platform process service resource's CPU Percentage metric value can be incorrect if monitored process is restarted or shutdown
Issue

- CPU Percentage measurement's maximum value is much higher then possible
Environment
- Red Hat JBoss Operations Network (ON) 3.2
- Platform Process service resource in inventory
- Process service resource's CPU Percentage metric is enabled for collection
- CPU Percentage measurement value or its maximum value is reported many times higher then
100% - Process being monitored has been shutdown or restarted
