clusters fail after changing rp_filter=1 on heartbeat
Issue
- Seeing "[TOTEM] Retransmit List: e4 e5 e6" type messages in the log.
- The list of messages "e4 e5 e6" continues to grow without old messages getting removed.
- This started to happen when rp_filter was set to 1.
