Why does mod_cluster proxy traffic with an incorrect ProxyPass and CreateBalancers set to 1?

Issue

Why does mod_cluster proxy traffic with an incorrect ProxyPass and CreateBalancers set to 1? We have the following set up:
```
CreateBalancers 1
ProxyPass /foo balancer://mycluster/foo stickysessionid=JSESSIONID|jsessionid nofailover=On
```
But the application actually deployed on JBoss is /bar. When we request /bar, we still see the request get proxied through. Why is that if there is no ProxyPass that proxies /bar?
