Uploading XML via the RHEV VMPayload API results in an exception
Issue
When trying to create a file with XML contents for upload via the VMPayload API, an exception is thrown:
JBWEB000065: HTTP Status 400 - javax.xml.bind.UnmarshalException - with linked exception: [org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 121; The processing instruction target matching "[xX][mM][lL]" is not allowed.]
