How do I enable /dev/ttyXXX at startup?

Issue

Can not use /dev/ttyXXX as normal user without changing permissions.
Have to do chmod 777 /dev/ttyXXX after each reboot
Applications launched as normal user can does cannot use this file due to permissions?
