clone resources do not start in pacemaker clusters larger than 10 nodes in size in RHEL 6

Issue

  • I created a clone resource, but it only started on two nodes.
  • I have a 16 node cluster, and the configured clone resources do not start everywhere as expected

Environment

  • Red Hat Enterprise Linux (RHEL) 6 with the High Availability Add On
  • pacemaker releases prior to 1.1.10-14.el6_5.3, or prior to 1.1.10-1.el6_4.6 in RHEL 6 Update 4
  • Cluster of 11 or more nodes
  • Using clone resources
