Nodes are not unfenced at startup and stonith fails when using multiple fence_scsi devices in RHEL 7 Beta

Issue

I use the fence_scsi agent to stonith with storage devices. However, on startup the host doesn't register and reserve the storage device.
My nodes don't seem to be "unfencing" themselves with fence_scsi at startup.
When I have one fence_scsi device configured, everything works fine. With 2 or more, nodes are not unfenced and stonith fails.

Red Hat Enterprise Linux (RHEL) 7 with the High Availability Add On
