How can I make a host controller be the new domain controller?

• In the event that the domain controller on master host goes down, can I make a host controller on slave host be the new domain controller?
• Can I host the Admin Console on a host controller?
• How do you failover the domain controller to another slave host? And how do you failback it to the original master host?
• Is it possible to start/stop the Remote host controller when domain controller not available ?
• What would be the steps to move only the domain controller from machineA to machineB?
