SCP character encoding in filenames

Issue

Using the client WinSCP (SFTP) to transfer files with diacritical marks on a Linux 5.5.
When viewing these files by the client Putty, characters "?" replace diacritical marks. Some FTP clients also have the same problem.
Is there a way to force all connections to use the same codepage (UTF-8 or ISO8859-1)? It is difficult to manage codepage Internet users ...

Environment

As per SCP design description we would not be able to force anything on client.
Normally, a client initiates an SSH connection to the remote host, and requests an SCP process to be started on the remote server. The remote SCP process can operate in one of two modes: source mode, which reads files (usually from disk) and sends them back to the client, or sink mode, which accepts the files sent by the client and writes them (usually to disk) on the remote host.
