'chkconfig NetworkManager off' changes named start and stop order in RHEL 6.5

Issue

The /etc/rc.d/init.d/named init script by default has a start number of 13 and kill number of 87. Executing the follwing command changes the start and stop numbers of named to 24 and 83.

chkconfig NetworkManager off

Red Hat Enterprise Linux (RHEL) 6.5
