How can Normal Users set there own language in Gnome session?

- How can each user set his own language in Gnome?
- We have several users on the system, each would like to adjust his own language in Gnome. Is that possible?
Environment
- Red Hat Enterprise Linux 6.4.
- Gnome version is 2.28.
