RHEL6: Cannot configure VLANs from a guest using an ixgbe SR-IOV Virtual Function

Issue

A KVM guest uses an SR-IOV Virtual Function from an Intel 10Gb NIC (82599 or similar) via PCI passthrough
Configuring a VLAN id for the guest from the host, via ip link set vf vlan or the libvirt XML works correctly
Configuring one or more VLANs for the guest using vconfig or ip link add does not work

Red Hat Enterprise Linux 6
KVM virtualization
Intel NIC SR-IOV Virtual Functions (ixgbevf driver) used as guest NIC via PCI passthrough
