After updating horizon dashboard getting Unable to retrieve tenant list error

Issue

We patched to the latest OpenStack 4 packages. Seems to have resolved the 16M limit with MongoDB. However now we are getting Unable to retrieve tenant list. I traced it back into the horizon.log and found:

2014-02-18 16:30:31,880 8683 WARNING horizon.exceptions Recoverable error: Marker could not be found (HTTP 400).
