heat stack is being rebooted during stack update

Issue

*After I ran heat stack-update command my stack is being rebooted during the update. The stack update itself worked fine - as a test I added a new file in the template ( touch /root/kuku2 ) but after reboot the stack it receives a new private IP and loses its public ( floating )IP. Why a stack is being rebooted when update is applied ?
