IdM/IPA refuses to start

Issue

When I try to start it I get the following error:

Starting Directory Service
Starting dirsrv:
    IPA-EXAMPLE...                                [FAILED]
    PKI-IPA...                                    [FAILED]
  *** Error: 2 instance(s) failed to start
Failed to start Directory Service: Command '/sbin/service dirsrv start ' returned non-zero exit status 1

We are unsure when it last stopped working.
We also see that named is putting errors into /var/log/messages

ldap_psearch_watcher handle is NULL. Next try in 60s
bind to LDAP server failed: Can't contact LDAP server

Environment

RHEL 6.4

389-ds-base-1.2.11.15-22.el6_4.x86_64
ipa-server-3.0.0-26.el6_4.2.x86_64
redhat-release-server-6Server-6.4.0.4.el6.x86_64
