Unable to start CUPS in RHEL

We are not able to start cups service:
# service cups status cupsd dead but pid file exists -
CUPS stopped working, killed it, but when attempting to restart, it will not restart.
Environment
- Red Hat Enterprise Linux (RHEL) 5
- Common Unix Printing System (CUPS) 1.3.7
