Is password-less ssh needed on openstack servers after installation?

Issue

• During installation of openstack infrastructure/servers, it is recommended to update sshd configuration for password-less ssh under root account among openstack servers, which seems required by the packstack/puppet. Can we disable password-less under root account among openstack servers?
