Groups option no longer assignable to user on the customer portal

Issue

I re-activated a deactivated user and wanted to give him the rights to use/assign ticket groups inside the portal, but in the register "Edit user"->"Access permissions" the check box "ticket groups" is not visible anymore. Also the permission "knowledge and videos" is not available.

Have those permissions been deleted? Are the users now "per default" authorized for them?
