IdM/IPA CleanAllRUV task does not progress, abort-clean-ruv fails with error "Server is unwilling to perform"
Issue
In the context of IdM/IPA, one or more CleanAllRUV tasks do not seem to be making any progress.
An attempt to abort a cleanruv task fails:
ipa-replica-manage abort-clean-ruv 60
Aborting the clean Replication Update Vector task for ipaserver2.example.com:389
unexpected error: Server is unwilling to perform: Replica id (60) is not being cleaned, nothing to abort. arguments: entry=cn=abort 60,cn=abort cleanallruv,cn=tasks,cn=config: [('objectclass', ['top', 'extensibleObject']), ('replica-id', [60]), ('cn', ['abort 60']), ('replica-base-dn', [ipapython.dn.DN('dc=example,dc=com')])]`
Adding more CleanAllRUV tasks fails with error:
unexpected error: Server is unwilling to perform: Replica id (60) is not being cleaned, nothing to abort.

Several CleanAllRUV tasks may have completed, but are never removed.
It looks like several CleanAllRUV tasks may have completed, but are never removed, or stuck.

with
ipa-server 3.0.0-26.el6_4.4
389-ds-base-1.2.11.15-20.el6_4.x86_64
