Is it possible to tunnel UDP traffic (such as SNMP) over SSH?

Issue

I wish to create an SSH tunnel from a client system to a server which tunnels SNMP traffic, however SSH tunnels only support TCP.
I need to tunnel UDP over TCP.

Environment

Red Hat Enterprise Linux
SNMP client which only supports UDP
SNMP server which only supports UDP
Security requirement to encrypt SNMP where SNMPv3 is not supported
