Issue

We are in the process of trying to migrate an application from Solaris 10 to RHEL 6.3
This application HEAVILY relies on AT.
We ran into an issue where AT was overrunning a downstream application - and speaking with the developer; it seems that developer uses the throttling mechanism built into at on Solaris 10

/etc/cron.d/queuedefs
http://www.unix.com/man-page/OpenSolaris/4/queuedefs/

The file doesn't seem to exist on RHEL 6 - is there a way to install this or is there another throttling mechanism?
